		<description>Training and worker competence is the real issue.  Procedures are one form of training.  If the environment is fast changing, one needs to be agile and not restricted with too many written procedures.  Control can be acheived using lean visual methods coupled with a continuous training program.  The real key is having enough management focus to keep employees focused on their job.</description>

		<description>Many organizations in the service sector have this common feedback that procedures must be flexible enough to adopt to sudden changes in the industry, customer demands or regulatory requirements so as not to deter the process owners from pursuing their objectives or become anxious about incurring non-conformities during audit because they did something that is not consistent with what was written. So it is very important to write the procedural controls only when it is necessary and where process quality is real deal which must be based on experience and calculated risks and not on weak assumptions.</description>
