The significant difference is that a policy sets a direction or rule and a procedure outlines the steps one takes to realize the policy or move in the direction of the policy. Policy = direction and Procedure = steps (towards the policy).

If you look up the definition in the dictionary you will find Policy: a course of action and Procedure: a course of action, but this might not provide you with much information. I am glad we can help some people with how the terms are used in business. Developing a policy and procedure statement is about more than defining a course of action...

Principles are used to provide direction, like a policy. But typically they come in groups, whereas a policy stands alone. For ISO 9000 you must have a single Quality Policy for your organization. ISO 9000 itself is based on eight quality principles that are used to guide your quality management system. An ethics program has standards of conduct for ethical behavior. These standards are ethical principles that are put in place by a single Ethics Policy. So I think of principles as implementation guides (plural), whereas the policy (singular) is what empowers your program.

A policy outlines the need for a procedure(s). By understanding the purpose of a procedure via a policy, employees are more likely to understand, embrace, and execute procedures.
