John Perkins, JD has more than 15 years experience as a securities regulator in the state of Missouri. He was instrumental in the creation of the SCOR type Direct Piblic Offering in the state of Missouri, including the first "test the waters" provision to be included in such an offering.
He provided comments on the original Form U-7 and on the addition of SCOR offerings to Regulation D. During his 12 years as Securities Commissioner in the state of Missouri, he worked with issuers on SCOR type offerings, exemptions for small issuers, and tax credits for small business under Missouri law. In addition, he is currently the Chairman of the Small Business Capital Access Association.
He also served as President of the North American Securities Administrators Association (NASAA) and is familiar with laws and the personnel in state securities offices across the United States and in Canada. He also has taught numerous seminars on raising capital for small business to attorneys, accountants and the public. He also has been an expert witness on numerous broker dealer and selling issues, including those that might arise in a SCOR offering.
